In 'Fragment', the story where Mintery comes from, some areas of society have developed the ability to use certain minerals (the titular Fragments) to control various elements of nature. One fragment forms a bond with a person them, allowing them to control that element.
This is an adaptation of the technology from a previous civilization, which had much greater control over the Fragments. Small shrines were built to each element, which had the same effect, but completely taking over the person in question to the point that it had an effect on their personality and appearance.
Most of the said civilization had since been destroyed, but apparently, a few of the shrines still remain. Mintery, unfortunately, happened to stumble on a water-based one, and she triggered it by accident, leaving her in this state.
